European Commission publishes final text of the Clean Industrial Deal State Aid Framework

The Clean Industrial Deal State Aid Framework (“CISAF“) was adopted by the European Commission on 25 June 2025 to offer the Member States of the European Union the possibility of setting up aid schemes to implement the objectives of the Clean Industrial Deal.

However, it should be noted at the outset that CISAF is not an aid programme through which subsidies can be received. It is merely offers guidance that the European Commission presents to the Member States of the European Union, on the basis of which Member States can decide to implement specific support programmes. If these specific support programmes fulfil the criteria set out in CISAF, the European Commission considers that they can be considered compatible with the internal market and implemented. It is therefore up to the Czech Republic to make use of this possibility and establish the relevant support programmes.

The objectives of the Clean Industrial Deal include in particular the further introduction of renewable energy, ensuring the decarbonisation of industry and production capacity for so-called “clean technologies”. For this reason, CISAF identifies different categories of support, which can be summarized as follows:

  1. Support for the acceleration and deployment of clean energy – aimed at energy production from, for example, wind, photovoltaic, geothermal or hydroelectric sources, as well as heat and electricity storage;
  2. Support for the production and storage of low carbon fuels – the aim is to ensure the development of technologies and capacities for the production of low carbon hydrogen and synthetic fuels derived from it;
  • Support for non-fossil flexibility – under this category of support, Member States will be able to establish programmes that target the development of demand side response or the construction of electricity storage facilities;
  1. Support for decarbonisation of industry – the purpose of this category of support is to further promote the implementation of technologies for reducing greenhouse gas emissions and increasing energy efficiency;
  2. Support for clean technology production capacities – this category again targets the industrial sector, specifically for increasing production capacities for technologies such as photovoltaic technologies, onshore and offshore wind energy technologies, heat pump, electrolyser or fuel cell production. It is also worth mentioning the category of support for electricity grid technologies, under which the production of cables, lines, transformers and other elements of the electricity grid can be supported.
